MARCH 17, 2026 – Filipinos can now obtain digital apostille for electronic certificates issued by the Commission on Higher Education (CHED) and the Philippine Statistics Authority (PSA) without having to submit physical documents.
On Monday, 16th March 2026, the Department of Foreign Affairs (DFA) led the launching of the fully digital apostille platform, which reduces the authentication time for CHED electronic Certification, Authentication, and Verification (eCAVs) documents and PSA eCertificates.

DFA Rolls Out Fully Digital Apostille Platform
More than 200 participants attended the launching of the new digital platform, the Philippine News Agency reported. These included representatives from document-issuing government agencies, members of the diplomatic corps, and media organizations.

In September 2018, the Philippines acceded to the Apostille Convention, which simplifies the authentication of public documents that will be used abroad. Since the country’s accession to the convention, those who need to submit public documents simply need to get an Apostille certificate.
In other words, this means that there is no need to have documents authenticated in a foreign embassy or consulate. As soon as a document is issued an apostille, applicants can submit it directly to the concerned party, thus phasing out the need for a “red ribbon” certificate.
The new platform may be accessed through the DFA e-Apostille Portal.

“The launch of the Fully Digital Apostille for PSA eCertificates and CHED eCAVs demonstrates our commitment to modernizing public services while strengthening the Philippines’ international engagement,” Foreign Affairs Secretary Ma. Theresa Lazaro stated during the launch. “This system enables our citizens to access fast, reliable, and secure document authentication anywhere in the world.”
Moreover, the DFA mentioned that the new platform goes in line with the Marcos administration’s “digitalization” agenda, which involves the seamless integration of documents issuance and authentication processes.

Aside from CHED and the PSA, the DFA affirmed that it is coordinating with other document-issuing government agencies regarding their possible integration into the digital apostille platform.
