FEBRUARY 12, 2026 – The Department of Foreign Affairs – Office of Cultural Diplomacy (DFA-OCD) and the Department of Science and Technology – Philippine Textile Research Institute (DOST-PTRI) signed an agreement to promote Philippine textiles on the global stage.
The agreement seeks to enhance cooperation in the promotion of “Telang Pinoy” as a technological innovation as well as an expression of Philippine culture and heritage, both locally and internationally.

DFA and DOST Partnership to Promote ‘Telang Pinoy’ Globally
The memorandum of understanding (MOU) between the two agencies was signed on Wednesday, February 11, the Philippine News Agency reported. The agreement was signed by DFA-OCD acting head Arlene Magno and DOST-PTRI director Julius Leaño Jr.
Under the agreement, DFA and DOST commit to sharing information, expertise, and resources to support the development, promotion, and international recognition of Philippine textiles. These include Philippine silk, natural fibers and dyes, handwoven textiles, Philippine Tropical Fabrics (PTFs), and other textile technologies developed by DOST-PTRI.

The MOU also states that both agencies shall collaborate by:
- Mounting exhibits, displays, and showcases of Philippine textiles in embassies, foreign missions, international cultural events, and other diplomatic venues;
- Developing Philippine-branded products like souvenirs, decorations, gifts, and formal wear to be used in diplomatic and state functions;
- Enhancing capacity building and cultural diplomacy, while boosting the global competitiveness of Philippines textiles and the creative industries sector in general; and
- Expanding knowledge exchange programs through training workshops, seminars, publications, and consultations for embassy personnel, cultural officers, designers, and other stakeholders.

In addition, the partnership between DFA and DOST will also focus on developing content and strategic communications. This includes the production of digital resources, multimedia content, promotional materials, and narratives that highlight the cultural significance and traditions of Philippine textiles. These will be used in joint promotion and advocacy activities to promote Philippine textiles locally and globally.

Through this partnership between DFA-OCD and DOST-PTRI, Philippine textiles are set to be brought from local weaving communities to international platforms. This will indeed, pave the way for “Telang Pinoy” to be recognized not only in the Philippines, but all over the world.
